Description

### Overview
We need to explore new user flows for a blank map design on a mobile device so that we can adapt the flow for a smaller screen type with different interaction types.

### Action Items

- [ ] Adapt the blank map flow for a mobile device
- [ ] Create low-fidelity mockups to specify which components need to be created for the mobile user flow
- [ ] Verify with dev lead that this user flow is technically feasible
- [ ] Document user interaction in Figma

### Design Iterations

Iteration 1

The main difference: between desktop and mobile in the initial iteration of the mobile flow are:
* adaptation of the instruction modal to include mobile-specific instructions
* making the filter modal default to being closed and adjusting its location
