DEV - Integrate Website Team's CONTRIBUTING.md file

### Overview
We need to model our CONTRIBUTING file after the website team to improve contributor onboarding and maintain consistency across Hack for LA projects.

### Action Items

- [ ] Review each section of the website repo's CONTRIBUTING.md file using [useful sections tracker](https://github.com/hackforla/311-data/issues/1963#issuecomment-2899898917)
- [ ] check each section that we believe should be imported into the 311-data CONTRIBUTING.md
- [ ] when checking a section, move it to the [modify section tracker](https://github.com/hackforla/311-data/issues/1963#issuecomment-2899916558)
- [ ] Review each section of the 311-data repo's CONTRIBUTING.md file using [sections to adapt tracker](https://github.com/hackforla/311-data/issues/1963#issuecomment-2899926718)
- [ ] Create a new outline for our 311-data CONTRIBUTING.md file that merges sections from adapted website sections and 311-data adapted sections
- [ ] using your new outline as a guide, adapt the 311-data CONTRIBUTING.md file using the contents of your merged outline
- [ ] commit changes and create the PR
