Description

### Overview
We need to adapt the Loading modal and Acknowledgement modal into a more streamlined and concise view, to reflect that we are not loading data and to instruct user on how to use the page

### Action Items

- [x] Complete Design Iterations section below
- [x] Adapt the loading modal's language to signify that we are just preparing the map (and not loading any data)
- [x] Adapt the acknowledgement modal to provide some basic instructions on how to use the Search & Filters Modal
- [x] instead of doing two separate pop-ups, combine them into one that is two pages; with next and then ok
- [x] Complete Design Iterations section below
