[Admin] [Ledger] Navigate to transaction position in organization ledger

### Describe the problem

Especially for really big orgs (like HQ or HCB Operations), I'd love to be able to click a button that says "navigate to transaction position" and then magically go to its position in the ledger so I can see the context of transactions around that.

### Describe the feature/solution (optional)

Locate transaction in ledger, find its place, then js scroll to it or something with a nice highlight thing.

Start by finding the admin organization ledger view and the transaction row or rendering entry point. Trace how the target transaction is identified and how the ledger is positioned; done means the action brings that transaction into view with surrounding context and a clear highlight.
