[Admin] Link admin transfer process page to transfer

Trying to get to the admin page to process the transfer from the transfer page (e.g. Wise, ACH, etc.), especially after the transfer has already been processed

Start at the transfer page, including Wise and ACH examples, and identify where the admin transfer process page is currently reachable. Add a link from the transfer view to that admin page, then verify the link works both before and after the transfer has been processed.
