Trying to view payment details (account no, swift code etc) for any transfer (Wire, Wise etc) as a non-admin

### Describe the bug

There is no way for the sender or anyone from the HCB org to see the payment details. Only admins can view this information. We get a lot of emails from FSOs asking for this.

No file, test, or entry point is named in the issue. Reproduce the problem with a processed Wire or Wise transfer as a non-admin sender or HCB organization member, then trace the payment-details access path; done means authorized members can view the account and SWIFT details while unauthorized users remain restricted.
