[Reimbursements] Remove CNY from Wise transfers/reimbursements

We should remove CNY from available currencies on Wise transfers/reimbursements.

There are multiple issues we have encountered while sending money to Chinese accounts through Wise.
Either we cannot send the money at all due to "wrong information" (which are correct), or the money gets returned/Wise informs us about some issue mid-transfer.
Like for IN, we should enforce usage of Wire, which does not have any issues when sending CNY
