[Transfers] Mark returned ACH (maybe wire?) transfers as failed/returned

When ACH transfers are returned by Column they are mapped back to the outgoing ACH transfer but the status doesn't change to reflect that the transfer was returned, which is confusing and hard to spot.

No files or tests are named. Start by tracing how Column-returned ACH transfers are mapped back to outgoing transfers and where their status is assigned; done means a returned transfer is visibly marked as failed or returned instead of remaining in its prior status.
