[Contractors] HCB says tax info is missing after contractor submits W-8/W-9

### Describe the bug
A contractor completes the agreement and their W-8/W-9 form. That same person is also a manager on the org. When they try to submit a Wise transfer for payment, HCB blocks it and says their tax info hasn't been filled out, even though the form was already submitted.

### Steps to reproduce
1. Invite a contractor who is also a manager on the org
2. Have them complete the agreement and W-8/W-9 form
3. As that user, start a Wise transfer for payment
4. Observe the "tax info not filled out" error

### Expected behavior
Once the W-8/W-9 is submitted, the tax info check should pass and the transfer should go through.

Trace the tax-information validation in the Wise transfer flow for a contractor who is also an organization manager, starting with the submitted W-8/W-9 and agreement state. Reproduce the listed four-step scenario; done means the submitted tax information passes validation and the transfer is no longer blocked.
