[Admin] rotate pictures/receipts

### Describe the problem

I wish I could rotate pictures people submit for receipts. Sometimes they inexplicably decide to submit them sideways. Or upsidedown!

### Describe the feature/solution (optional)

It would be great to be able to rotate those images as person reviewing the reimbursment/other transactions. If it can't be done on the reviewer's end, maybe it would be easier to let the submittor of the receipts do it. Then when someone submits them rotated we can tell them to use the feature next time.
