[AI Receipt Extraction] Ability to toggle it off for orgs

new AI extracting data from receipts is confusing and not helpful. It listed a credit card vendor that a team member used to pay the receipt as the vendor for the receipt, which was different than the other expenses submitted and caused our team some confusion.

Start by locating the existing AI receipt extraction entry point and how organizations are configured. Done means an organization can toggle receipt extraction off and receipts for that organization no longer use the AI extraction behavior.
