[Reimbursement::Report] Allow sending wire reimbursements under $500 with wire minimum disabled

Currently you can only send a regular wire transfer for under $500 when the wire minimum is disabled. We need to add support for this to reimbursements and add an easy way to charge the fee to the organization.

Start from the reimbursement flow for wire transfers and compare it with the existing regular wire behavior when the wire minimum is disabled. Trace how the wire minimum and organization fee are handled, then verify that eligible reimbursements under $500 can be sent and that the fee can be charged to the organization.
