[Reimbursement::Report] Add retry button

This should be an admin-only button if the payout holding fails. It would have the same behavior as resubmitting the payout method. Some payout methods don't prefill the form with the value stored for security reasons so this will make it easier to resend.

Start by locating Reimbursement::Report and the existing payout-method resubmission flow. Trace what happens when payout holding fails and how admin-only actions are authorized; done means an administrator can retry the payout using the existing resubmission behavior, while non-admins cannot access the button.
