[IncreaseCheck] Fix overwritten prod data

In the past when reissuing checks, we would overwrite their previous records. We should go back and create new records for these checks that exist in Column but not on HCB.

No files, tests, or entry points are named. Start by tracing the IncreaseCheck reissue flow and how records are synchronized between Column and HCB. Done means the checks present in Column but missing from HCB receive new records while prior records are preserved.
