[Reimbursement] Make users aware that they're "waiting on organizers to secure additional funds"

If an organization doesn't have sufficient balances to process a reimbursement request, the report submitter is unaware and left in limbo. They think they're still waiting on the HCB team to process.

Let's make users aware that they're **_waiting on the organizers_** to secure additional funds.

My current belief is that we should not actively notify the report submitter. This is because I don't want to put the organization on blast for not having enough money. But I'm open to a different approach— let me know what you think.

Regardless, this information should be visible on the report show page.

- When a report has been submitted before: "This reimbursement exceeds DevHack's available balance. The DevHacks team may need time to secure additional funds to process this reimbursement
- When the report has never been submitted before: We don't disclose this info
