[Ledger] Add filter for declined transactions

## Describe the feature

It would be great to have a toggle to show declined transactions on the ledger. This would especially come in handy for the card grants ledger.

Review the closed linked pull request #12736 and locate the ledger and card grants ledger entry points. Trace how transaction visibility is selected, then verify that a toggle can show declined transactions without changing the default view; done means the filter works for the ledger, especially card grants.
