Feature: Add ability to upload pre-recorded videos as timelapse sessions

Description
Elapsed should allow (experimentally) uploading pre-recorded videos as timelapse sessions.
There should be an option in the settings menu to enable or disable this, and there must be a checkbox stating that the user has received permission from their YSWS programme to do so.
