Port to `luatools`

The goal of writing [`luatools`](https://github.com/gucci-on-fleek/luatools) was to be able to move most of the non-widow/orphan-handling code into its own package. But I won't really know if I've successfully done that until I've ported `lua-widow-control` over to using it.
