We need to come up with a way to suggest an update to users using an outdated version of Infection Monkey
**Describe the solution you'd like**
## Tasks
- [ ] Implement a UI component that checks if an update is available and suggests a download of a new version
- [ ] Implement a persistence mechanism to only prompt for an update once per user session
