Add plugin page

- [ ] Reintroduce the plugins tables
- [x] Create plugin slice @VakarisZ
- [x] Add tabs for the plugins page. Tabs should look similar to the old UI. See the screenshot attached below. @VakarisZ
- [ ] Add available plugins table. @VakarisZ

- [ ] Add "install all safe" button
- [ ] Add refresh plugins button
- [ ] Make sure the table is using the current theme/improve styling
- [ ] Connect the table to the plugin slice. Make sure to address #3717
- [ ] TODO make sure that "install all safe" button is disabled upon installing all of the plugins
- [ ] Add installed plugins table
- [ ] Connect the table to the plugin slice. Make statuses are synched between the tabs
- [ ] Add plugin upload tab. Make sure to fix #3718
- [ ] Add a badge to the navbar showing available, safe plugins (like in the old UI)
- [ ] Implement navigation between installed plugins, available plugins and plugin upload
