Multiple instances cause unintended restarts

Recently I tested running Orbot in both the primary profile and a work profile via Shelter.
While VPN functionality of each respectively work for chosen apps just fine, anytime one starts/stops it causes the other to restart.
This is particularly noticeable when pausing the work profile, it restarts the primary profile's instance.

Reproduce the issue by running Orbot in both the primary profile and a Shelter work profile, then starting or stopping one instance. Trace the Android instance start/stop handling and verify that pausing or changing one profile no longer restarts the other independent instance.
