countries entered into "Exclude Nodes" still appear

With Orbot, countries entered into "Exclude Nodes" still occasionally appear in list of circuits. "Strict Nodes" enabled as well.

The report names no files or tests; start by reproducing the issue in Orbot with countries in "Exclude Nodes" and "Strict Nodes" enabled, then inspect the circuit list and the related configuration path. Done means excluded countries no longer appear in the circuit list under those settings, including the reported intermittent case.
