[BUG] Orbot cannot successfully create a connection; says it is connected; IP exposed

Description
**Describe the Bug**
When I connect Orbot, it says it is connected but when I attempt to use the connection it does not work.
Common messages in log are:
- cannot complete the circuit
- directory information not up to date enough to build circuits
- Guard failing to carry more streams on its circuits than usual
**To Reproduce**
Steps to reproduce the behavior:
1. Open Orbot
2. Click on 'Start VPN - use custom bridge'
3. Attempt to go to a website
4. See error - website will not load OR will load outside of VPN
**Expected Behavior**
Websites should open through VPN connection when Orbot is turned on.
**What Custom Configuration Do You Use?**

Note - I usually have the Screen Security turned on and Debug Logs turned off.

- Device: Pixel 8
- OS: Android 15
- Version: Orbot 17.4.1-BETA-3-tor-0.4.8.13 Tor v0.4.8.13.2
Note: happened first on 17.2.1-RC-1-tor-0.4.8.7
**Crash Logs (Advanced)**
I have debug logs from Orbot for only the Beta version listed above. I assume there is personal information in there so I will wait for further instruction before sharing. See common log messages in bug description above.
I am unable to use ADB Logcat at this time.
**Additional Context**
- Struggled with this issue for past week or so prior to this report.
- Personal IP address exposed due to this issue.
- Static notification shows 0 bytes up/down through Tor since this issue started.
- The browser I use is Waterfox (currently v 1.0.9.2) when connected to Tor.
- I do have Netguard (currently v 2.332) and connect it through SOCKS5 proxy when using Orbot, with no issues til now.
- I only know enough techspeak to get into trouble; please be patient as I learn.
