Using a phone number is just s no no for me so signal is not an option.(I don't even have a voice phone anymore just a data only plan)
Pgp encrypted email or a one time pad encryption for notification email (email which is universally used (and yes almost universally monitored)) would be great.
Email is easy to register for free, easy to set up a personal server at home. Works on Wi-Fi or data planIt, can be sent through tor or anonymous remailers
Email would be my first choice honestly with the right options
