Bug: caching on production is causing issues

Users on production found that when they used the site, functionality was broken... doing a hard refresh fixed the issue. So we need to try and get the dispatch tool to work without having to do a hard refresh, a soft refresh should invalidate the caches.

Start by reproducing the production-only failure with a soft refresh and compare it with a hard refresh, then trace the dispatch app's cache handling. Done means a soft refresh invalidates the relevant caches and restores the broken functionality without requiring a hard refresh.
