Uploads in progress model dialog triggers incorrectly if the Grid is installed on a hostname which starts with upload

If the UI is running on a URL which has upload in the hostname then the upload in progress modal will fire on every upload attempt.

Start by reproducing the upload attempt when the Grid UI runs on a hostname beginning with “upload,” then trace the UI upload flow and the uploads-in-progress modal trigger. Done means the modal no longer fires incorrectly in that hostname case while still appearing for genuine uploads in progress.
