Description
There have been recent visual bugs caused by thrasher CSS having a z-index that interferes with the rest of the page.
E.g. in the following screenshots:
It would be nice to be able to form a contract with web and visuals to reduce the chance of these visual bugs coming up again. We could possibly restrict z-index values or provide a new stacking context so that z-index bugs become less likely.
