Create GHA check for production mode app start

We currently have no way of verifying DCR starts the app in production mode before it actually gets deployed.

Is there a GHA check we could add to add some safety?

It might not be feasible to replicate the user data setup but we should be able to verify the make task prod runs successfully and the app starts.
