NASCAR Rumble hangs with black screen after progress bar in PCSX-Redux

### Describe the bug

When running NASCAR Rumble, PCSX-Redux (pcsx-redux-nightly-16487.20230929.2-x64) hangs with black screen after progress bar in the game.

However the very old version of PCSX-Redux (pcsx-redux-nightly-6198.20211110.2-x64) works without any problems

### Expected behavior

Game runs without hanging on black sreen

### Steps to reproduce the bug

1. File -> Open Disk Image
2. Emulator -> Start emulation
3. Wait until intro image is gone
4. Press 'X' to skeep intor video or wait until it is finished
5. Observe loading screen / progress bar
6. Observe black screen

### Additional information

I have tried to run this game with random available versions
- 13275.20230209.2-x64
- 13463.20230225.8-x64
- 15464.20230711.3-x64

of PCSX-Redux that available here https://install.appcenter.ms/orgs/grumpycoders/apps/pcsx-redux-win64/distribution_groups/public.
But for all of them I see black sreen in the game.

Only old version works good.
