Both "Save Bindings" and "Load Bindings" buttons are missing in the Controls window or tab of PCSX-Redux

I am just migrating the #1083 feature request from the Discussions tab to the Issues tab according to wheremyfoodat's request:

Now, unlike discussion, you can close this issue when this feature is implemented in PCSX-Redux.
