PCSX-Redux does not ask the user before save to and load from a global state

I am migrating the [Ask before saving to and loading from a global state](https://github.com/grumpycoders/pcsx-redux/discussions/1119) feature request from the "Discussions" tab to the "Issues" tab and I am **ASKING** you to read it again **VERY SLOWLY**! Especially the **FIRST** paragraph because it is the most important paragraph because it says almost everything! I have **clarified** it more!

If you don't want to bother to add this dialog then at least remove these two because I don't like them without any dialog!
