Whether the tonic::transport::Channel::balance_list supports consistent hashing?

## Feature Request

Now that [balance_list](https://docs.rs/tonic/latest/tonic/transport/channel/struct.Channel.html#method.balance_list) is a random balancer, is it possible to consider a balancer that supports consistent hashing, or provide a way to change the balance algorithm?
