Description
Clarify in assertion docs that assertions which require >1 evidence items (i.e. Tier IIB) must come from at least two independent studies (not two different papers describing the same data).
We will want to beef up the AMP tier guidelines in the docs, as well. See this CGC presentation

Research direction
Start by locating the assertion documentation and AMP tier guidelines in the civic-docs repository, then review the linked CGC presentation for the intended guidance. Done means the docs clearly require more-than-one evidence item to come from independent studies and the AMP tier guidance is expanded accordingly.
