make sysmon pip/pipx installable

instead of the complex installation seen here https://github.com/t0xic0der/sysmon/wiki/Installing-on-a-Generic-PC , this package should be installable via pip/pipx directly. you don't have to publish on pypi but you should follow the standard python packaging so it can be installed with such tools https://python-packaging.readthedocs.io/en/latest/minimal.html
