Sending configuration for templates (location & filename) to app_settings, which can be overridden by server developer in settings.py file.

This is so that developers of servers using tribe-client do not have to create the same template file structure to overwrite the desired templates (suggested by Alicja in Troyanskaya lab).

This issue was imported from the old repository in bitbucket (https://bitbucket.org/greenelab/tribe-client/issues).
