minimum checkout limit not followed

Describe the bug
the minimum order limit of the restaurant was 5000 but it took orders below it

To Reproduce
Steps to reproduce the behavior:

Go to 'place order'
Click on 'any items that are below the limit of orders'
proceed to checkout and order
See error
Expected behavior
should not accept orders below the limit

Start by reproducing the issue through the place-order and checkout flow with an order below the restaurant's minimum of 5000. Trace where the order is accepted, then verify that attempting to place an order below the limit is rejected and that valid orders still proceed.
