The minimum order limit for orders is not implemented

To Reproduce
Steps to reproduce the behavior:

Go to 'vendors>>add restaurants'
Click on 'registration'
go to customer site and order from the same store and youll be able to order items lesser than the limit
See error
Expected behavior
minimum order limit must be implemented

Start with the vendor “add restaurants” registration flow and the customer ordering flow described in the issue, tracing where the store’s minimum order value is saved and where orders are accepted. Reproduce the problem with an order below that value, then verify that such orders are rejected while valid orders continue through checkout.
