Enatega Admin: Restaurant not visible despite being within delivery location (Crust store)

Describe the bug
When a user is located within the delivery area of restaurant, the restaurant (crust store) is still not appearing in the list of options.

To Reproduce
Steps to reproduce the behavior:

Set a delivery location that is within the known delivery radius of a restaurant.
Go to the restaurant listing page.
The restaurant is not shown, even though the user is located within its delivery area.
Expected behavior
The restaurant should be displayed to users when they are within the supported delivery range.

Reproduce the issue in Chrome by selecting a delivery location inside the Crust store's known delivery radius, then inspect the restaurant listing flow and its location filtering. Done means the Crust store appears in the restaurant options when the selected location is within the supported delivery area.
