minimum order limit not implemented

Describe the bug
The minimum order limit for orders is not implemented

To Reproduce
Steps to reproduce the behavior:

Go to 'vendors>>add restaurants'
Click on 'registration'
go to customer site and order from the same store and youll be able to order items lesser than the limit
See error
Expected behavior
minimum order limit must be implemented

Reproduce the issue through Vendors > Add restaurants > Registration, then place an order from the customer site using items below the configured minimum. Trace where the restaurant limit is set and where customer orders are accepted. Done means orders below the minimum are rejected and valid orders continue to work.
