Enatega Admin: Restaurant not visible despite being within delivery location (Crust store)

Describe the bug
When a user is located within the delivery area of restaurant, the restaurant (crust store) is still not appearing in the list of options.

To Reproduce
Steps to reproduce the behavior:

Set a delivery location that is within the known delivery radius of a restaurant.
Go to the restaurant listing page.
The restaurant is not shown, even though the user is located within its delivery area.
Expected behavior
The restaurant should be displayed to users when they are within the supported delivery range.

Reproduce the issue by setting a delivery location within the Crust store's known delivery area and opening the restaurant listing page. Trace the filtering or location-checking path used for restaurant visibility; done means the restaurant appears when the user is within its supported delivery range, while restaurants outside the range remain excluded.
