Enatega Admin: Restaurant not visible despite being within delivery location (Crust store)

Describe the bug
When a user is located within the delivery area of restaurant, the restaurant (crust store) is still not appearing in the list of options.

To Reproduce
Steps to reproduce the behavior:

Set a delivery location that is within the known delivery radius of a restaurant.
Go to the restaurant listing page.
The restaurant is not shown, even though the user is located within its delivery area.
Expected behavior
The restaurant should be displayed to users when they are within the supported delivery range.

Start by reproducing the issue in Chrome on Windows: set a delivery location inside the Crust store's known delivery radius and inspect the restaurant listing page. Trace the restaurant visibility and delivery-area filtering from that entry point. Done means the Crust store appears when the user is within its supported delivery range.
