When creating a new Staff, the password rules are not being enforced properly.

To Reproduce
Steps to reproduce the behavior:

Go to 'Enatega Admin Dashboard'
Add a new Staff.
Now see error create a password for it, the password rules are not being enforced properly.
Expected behavior
The password rules should enforced properly.

Start in the Enatega Admin Dashboard and reproduce the issue while creating a new Staff account. Compare the observed validation with the project's defined password rules; the issue does not name a file or test. Done means invalid staff passwords are rejected according to those rules.
