Enatega Admin: Restaurant not visible despite being within delivery location (Crust store)

Describe the bug
When a user is located within the delivery area of restaurant, the restaurant (crust store) is still not appearing in the list of options.

To Reproduce
Steps to reproduce the behavior:

Set a delivery location that is within the known delivery radius of a restaurant.
Go to the restaurant listing page.
The restaurant is not shown, even though the user is located within its delivery area.
Expected behavior
The restaurant should be displayed to users when they are within the supported delivery range.

Reproduce the issue in the Enatega Admin restaurant listing by setting a delivery location inside the Crust store's known delivery radius. Then trace the restaurant listing and delivery-location filtering entry points to find where the store is excluded. Done means Crust appears in the restaurant options when the selected location is within its supported delivery area, while out-of-range locations remain excluded.
