Enatega Admin Dashboard : When logged-in as a Vendor, its allowing to add another vendor.

Describe the bug
When logged in as a Vendor, the system allows the user to add another vendor. It should not allow to add another vendor once its logged-in as a vendor.

To Reproduce
Steps to reproduce the behavior:

Go to 'Enatega Admin Dashboard'
Log in as a vendor, now see error there its allowing to Add another vendor.
Expected behavior
A Vendor should not have permission to create or add another vendor.
The "Add Vendor" option should be hidden or disabled for vendors.

Start in the Enatega Admin Dashboard vendor-management flow and reproduce the issue by logging in as a vendor. Trace where the "Add Vendor" option is presented and where the vendor role is checked. Done means a vendor cannot create another vendor and the option is hidden or disabled, while authorized users retain access.
