minimum checkout limit not followed

Describe the bug
the minimum order limit of the restaurant was 5000 but it took orders below it

To Reproduce
Steps to reproduce the behavior:

Go to 'place order'
Click on 'any items that are below the limit of orders'
proceed to checkout and order
See error
Expected behavior
should not accept orders below the limit

Reproduce the issue through the place-order and checkout flow in Chrome, using a restaurant whose minimum order limit is 5000. Trace the validation for items below that limit and identify the relevant entry point; done means checkout rejects orders below the restaurant minimum while valid orders remain unaffected.
