Enatega Admin Dashboard : When logged-in as a Vendor, its allowing to add another vendor.

Describe the bug
When logged in as a Vendor, the system allows the user to add another vendor. It should not allow to add another vendor once its logged-in as a vendor.

To Reproduce
Steps to reproduce the behavior:

Go to 'Enatega Admin Dashboard'
Log in as a vendor, now see error there its allowing to Add another vendor.
Expected behavior
A Vendor should not have permission to create or add another vendor.
The "Add Vendor" option should be hidden or disabled for vendors.

Start in the Enatega Admin Dashboard by reproducing the flow with a vendor account and locating the Add Vendor option. Check the vendor role's permission path and verify that the option is hidden or disabled for vendors while remaining available to permitted users.
