minimum checkout limit not followed

Describe the bug
the minimum order limit of the restaurant was 5000 but it took orders below it

To Reproduce
Steps to reproduce the behavior:

Go to 'place order'
Click on 'any items that are below the limit of orders'
proceed to checkout and order
See error
Expected behavior
should not accept orders below the limit

Start in the place-order and checkout flow described in the reproduction steps, then reproduce an order below the restaurant's 5000 minimum. Trace where the order is accepted and verify the relevant validation path. Done means checkout rejects orders below the configured minimum while valid orders remain accepted.
