When creating a new rider, the password rules are not being enforced properly.

To Reproduce
Steps to reproduce the behavior:

Go to 'Enatega Admin Dashboard'
Add a new Rider.
Now see error create a password for it, the password rules are not being enforced properly.

Expected behavior
The password rules should enforced properly.
