Describe the bug
the average time for food delivery is accepting negative values which it shouldn't at all
To Reproduce
Steps to reproduce the behavior:
Go to 'vendors'
Click on 'add restaurant'
Scroll down to 'registration form'>> Delivery time
See error
Expected behavior
input should be +ve and with a modulus of 60
