Enatega Admin Dashboard : When logged-in as a Vendor, its allowing to add another vendor.

Describe the bug
When logged in as a Vendor, the system allows the user to add another vendor. It should not allow to add another vendor once its logged-in as a vendor.

To Reproduce
Steps to reproduce the behavior:

Go to 'Enatega Admin Dashboard'
Log in as a vendor, now see error there its allowing to Add another vendor.
Expected behavior
A Vendor should not have permission to create or add another vendor.
The "Add Vendor" option should be hidden or disabled for vendors.

Start in the Enatega Admin Dashboard by reproducing the issue with a vendor account and inspecting the Add Vendor option and its permission handling. Done means a logged-in vendor cannot create another vendor and the Add Vendor option is hidden or disabled, while authorized users retain access.
